Digital dividend of examples of Zelenograd experience

Analytical Center for the Government of the Russian Federation in cooperation with the World Bank has organized an expert discussion of the World Development Report 2016: “Digital Dividends.” Experts have also discussed a draft version of the report, "Digital Government 2020: Prospects for Russia," which was prepared by the World Bank experts in collaboration with the Institute of the Information Society and provides strategic recommendations for the development of Digital Government in Russia.

The World Development Report (WDR) is the World Bank's most important analytical publication and each year it focuses on a contemporary topic of interest to the broader development community. This year’s Report aims to expand our understanding of the impact of digital technologies on the lives of poor people in developing countries. In fact, this is the first report in 37-year history of WDR to address the role of ICT. The WDR 2016 (http://www.worldbank.org/wdr2016) documents many profound and transformational effects of digital technologies that are boosting growth, expanding opportunities and improving services. It also finds that the broader benefits have fallen short and are unevenly distributed. For digital technologies to benefit everyone everywhere requires closing the remaining digital divide. But greater digital adoption will not be enough. The WDR 2016 argues that to get the most out of the digital revolution, countries also need to work on the “analog complements”—by strengthening regulations that enable firms to connect and compete, by adapting workers’ skills to the demands of the new economy, and by ensuring that institutions are accountable.

As noted in the report «Digital Government 2020: Implications for Russia», in recent years Russia has made good progress on its existing e-Government strategy for providing digital services in parallel with other channels. Yet the take-up of many electronic services is still low. To assist the Government of Russian Federation in addressing such challenges of digital development, the World Bank’s new report provides high level recommendations for Digital Government that are tailored to the needs of Russia, and that are in line with the best international practices.

Representatives from the Federal Government of Russian Federation, representatives from regional governments, expert community, representatives from private sector and civil society took part in open Discussion.

In the seminar at the invitation of the Analytical center under the Government of the Russian Federation also took an active part as experts, representatives of the Prefecture of the Zelenograd administrative Area - Advisor to the prefect for strategic management, doctor of Economics, Professor V. Ivanov and Deputy head of Department of economy and perspective development in charge of information technology, A. Korobova.

Anna Korobova made suggestions on further development of the studies reviewed.

Firstly, Anna Korobova noted the high value of the reports from the point of view of integration trends and successful cases on the implementation of the digital dividend to improve the quality of life, ease of doing business, stimulate economic growth, increase of labor productivity.

– However, insufficient attention was given to obtaining feedback from system users – the public and the business community about the effectiveness of public actions and services. In Zelenograd was implemented crowdsourcing project "New ways of Zelenograd development", in which participants were allocated to international, national and industry trends affecting the long-term development of Zelenograd. According to the results of voting at the first place among the industry trends published using of IT for the formation of urban communities and further their involvement in urban management. And among global trends was allocated to the city government.

The actual task of creating local levels on the basis of modern IT-active communities of citizens, mechanisms of public-private partnership is not yet reflected in the research, says Anna Korobova. Secondly, the expert from Zelenograd pointed to the need for global unification of measurement of «analog» digital supplement government.

During the Zelenograd crowdsourcing project participants were invited to use the measurement model of business excellence from the annual competition of the RF Government Prize in the field of quality of the public administration, utilities, enterprises in the cluster of Zelenograd. This model can effectively allow to evaluate the most important "analog" digital supplement government - leadership, policy to build feedback.

– The value of model are not only the indicators for each area of evaluation, but the measurement scale, which aims at benchmarking compared to best practices, innovation, measurable results. The model itself is the Prize of the Government of the Russian Federation are harmonized with the model of the European Foundation of quality management used in European premium. Analogs also exist in the USA, Japan, South Korea and other countries. Therefore, the mechanism of the Award by itself is a shining example of the unifying dimension of development with the help of expert assessments and can be used to measure the maturity of "soft" infrastructure for digital government, said Anna Korobova.

To lead such flow can the world Bank at the global level and the Ministry of communications of the Russian Federation – to the Russian level. By the way, the day of the seminar on 12 April was marked by not only the 55th anniversary of the first manned flight into space, but also the 20th anniversary of the Award of the Government of the Russian Federation in the field of quality.

Zelenograd got a digital dividend through the study of international experience, including during the video conferences of the world Bank. The most striking example is the experience of Brazil on the automation of the control of travel on urban passenger transport. The introduction of this technology in 2004 in Zelenograd on the basis of PPP helped to increase revenue from fare collection to obtain accurate statistics of transport and improve the quality of services.

Another example is a multichannel system of public services Zelenograd, including service centers, call center, portals, mobile services, implemented in 2008. The model of Zelenograd incorporated and adapted to Russian conditions the best examples from Brazil (Poupatempo program "Save time"), Estonia, Germany, South Korea, which was actively discussed at the international video conferences of the world Bank. Given the rapid development of IT, it is not only the ratings of countries according to different criteria, an analytical report, and building on their basis of a global knowledge base as for example implemented by the world Bank for case studies in the field of PPP. The expert proposed to resume regular video conference on the basis Global network education the world Bank (GDLN). We should not forget in such studies and knowledge bases on the successful experience of Russia. .
