On 17th April Prefecture of Zelenograd Administrative District in collaboration with World Bank, Institute of the Information Society (Russia) and Non-Commercial Partnership “Development of Information Resources and Technologies” held an international videoconference “Government Enterprise Architecture as Enabler of Public Sector Reform”.

Representatives of key federal departments (Ministry of Information Technologies and Communication, Ministry of Economic Development, Federal Agency on Information Technologies, Moscow Government, experts) responsible for ICT development and usage in state power bodies participated in the event.

The videoconference comprised local Russian and global parts. In the framework of the Russian session Vasiliy Demin (Lotus Software Specialist, IBM) and Dmitriy Martynov (Competitive Strategy Manager, Department of Strategic Technologies, MicrosoftRus) delivered presentations focused on Web 2.0 technologies. The presentation made by Oleg Zhdanov (Head of IT Department, The Public Chamber of the RF) showed advances of electronic interaction between citizens and state power bodies.

The conference global part started from opening remarks by Randeep Sudan (Lead ICT Policy Specialist, Global ICT Dept., World Bank) and Sanjay Pradhan (Director, Public Sector Governance, World Bank). The video bridge featured presentations of Gary Doucet (Chief Architect, Government of Canada) and Pallab Saha (Professor, National University of Singapore) speaking about Enterprise Architecture issues, practices and trends in governments of Canada and Singapore respectively.

The proposed session tried to demonstrate in a nontechnical way that Enterprise Architecture is a useful if not an essential tool for transforming governments. The conference also attempted to outline latest ideas and trends, best practices and approaches to Enterprise Architecture.
