The 4th all-Russia conference
The 4th all-Russia conference "Experience of "Single Window" Method Implementation and Creation of Complex Geo-Informational Systems for Territory Management" was held in Zelenograd on the 18-20th, September 2007. The Conference was organized by the Prefecture of Zelenograd administrative district of Moscow, the Department of Territorial Executive Bodies of Moscow, the Board on Coordination and Development of Moscow Government Administrative Reform, the Interregional Community "GIS-Association", Non-Commercial Partnership "RITIR" under the auspices of the Ministry of Economic Development of Russia and the World Bank. The Conference was attended by more than 250 specialists from 33 subjects of the Russian Federation and 39 Russian cities such as Arkhangelsk, Belgorod, Blagoveshchensk, Verkhnyaya Pyshma, Vologda, Voronezh, Vsevolzhsk, Dmitrovgrad, Dubna, Zelenograd, Irkutsk, Kazan, Kaluga, Kirov, Krasnoyarsk, Kursk, Moscow, Murmansk, Novomoskovsk, Orel, Orenburg, Penza, Reutov, Ryazan, Salekhard, Samara, Saint-Petersburg, Seversk, Stariy Oskol, Tver, Tomsk, Tyumen, Ulan-Ude, Ufa, Chernogorsk, Chita, Shakhty, Shelekhov, Yuzhno-Sakhalinsk and the Republic of Kazakhstan.There were also virtual participants who joined the conference live webcast conducted by means of Zelenograd Prefecture Web-site.
 
The international teleconference bridge that virtually connected 4 continents took place during the conference first day on the 18th of September. Specialists from Russia, India, Germany, Brazil, the USA, Ukraine took part in the video conference. Information on the speakers and all presentations are published on the World Bank site http://go.worldbank.org/K1TFNURRVO. The site htttp://vcg01.worldbank.org/eDev/ holds video materials and audio scripts of telebridge in Russian (Citizen-Centric Government (Russ.) and in English (Citizen-Centric Government (Eng.). On the 20th of September there was organized a technical excursion around 5 innovative district sites. The guests of Zelenograd had a unique opportunity to observe the usage of state-of-the-art technologies in such fields as transport, consumer market, provision of state services in the framework of the "single window" system and creation of conditions for development of these technologies in the special economic techno-promotional zone.
 
The conference participants discussed and adopted the resolution focused on necessary activities for further development of the "single window" system. This resolution will be forwarded to the Ministry of Economic Development, the Ministry of Information and Communication and other involved departments. The major conference result is the formation of like-minded people community which chief priorities are to lighten the bureaucratic burden and to create favourable environment  for business and provision of state services at the territory of the Russian Federation.
