Jim’s role at the Assistant Deputy Minister level in the Government of Canada resulted in a visible and well-acknowledged leadership in developing and communicating broad visions and strategies and then moving these forward to effective implementation in transforming major portions of the federal government operations.
He has extensive experience in policy and management areas within a Central Agency context built upon solid executive experience in information technology and information management. He has a strong operational and program delivery background founded in Canada’s Weather Service, a science-based national program delivering mission critical decision support for Canadians.
Jim has a proven capability in developing consensus and engaging stakeholders and senior executives across diverse communities. Within the federal government he has successfully led and developed strategies and detailed implementation approaches in areas ranging from Service Delivery, Information Management and Information Technology through to Privacy/Security. He has had extensive inter-jurisdictional experience ranging from co-chair of the Public Sector CIO Council in Canada, to leading Canadian delegations at the Assistant Deputy Minister level in representing Canada in meetings and informal relationships among North American partners (USA and Mexico) as well as on the broader international stage.
